В условиях модернизации системы здравоохранения Узбекистана особое значение приобретает четкое разграничение ролей менеджера и управленца, их функциональная специализация и профессиональное развитие.</p></sec><sec><title>Цель исследования</title><p>Цель исследования: систематизация понятий «управленец» и «менеджер», раскрытие функциональных различий между ними, определение уровней ответственности и анализ актуальной международной практики в сфере управления здравоохранением.</p></sec><sec><title>Материалы и методы</title><p>Материалы и методы. В исследовании использовались материалы научной электронной библиотеки Pubmed и  сети Интернет, находящиеся в  свободном доступе. Применялись аналитический метод и контент-анализ.</p></sec><sec><title>Результаты</title><p>Результаты. В статье систематизированы понятия «менеджер» и  «управленец» в  здравоохранении, проанализированы их функции, уровни ответственности и  современная практика международных систем здравоохранения, включая страны Европы и  Северной Америки. Особое внимание уделено современным тенденциям и инновациям: внедрению цифровых технологий, модели value based healthcare (ценностно-ориентированное здравоохранение), формированию мультидисциплинарных команд и  управлению рисками. На основе международного опыта предложены практические рекомендации для системы здравоохранения Узбекистана, включающие внедрение цифровых платформ, стратегическое планирование, оптимизацию процессов и развитие кадрового потенциала. Подчеркнута необходимость постдипломной подготовки управленцев нового поколения на кафедре общественного здравоохранения и управления здравоохранением для формирования стратегически мыслящих и  компетентных лидеров, способных обеспечивать эффективность, устойчивость и инновационное развитие системы здравоохранения страны.</p></sec><sec><title>Заключение</title><p>Заключение. Профессиональное развитие и постдипломная подготовка управленцев нового поколения на кафедре общественного здравоохранения и управления здравоохранением является неотъемлемым условием успешной модернизации здравоохранения Узбекистана и  его интеграции в  мировое медицинское сообщество. Узбекистан сможет достигнуть высокой эффективности системы здравоохранения, улучшить качество жизни населения и соответствовать современным международным стандартам, в  том числе благодаря подготовке стратегически мыслящих, компетентных и инновационно ориентированных управленцев.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Relevance</title><p>Relevance. In the context of modernizing Uzbekistan’s healthcare system, a clear differentiation between the roles of the manager and the administrator, their functional specialization, and professional development is of particular importance. The article systematizes the concept of the manager and the administrator in healthcare, analyzes their functions, levels of responsibility, and current practices in international healthcare systems, including countries in Europe and North America. Special attention is paid to modern trends and innovations: the implementation of digital technologies, the value-based healthcare model, the formation of multidisciplinary teams, and risk management.</p></sec><sec><title>The purpose of the study</title><p>The purpose of the study: to systematize the concepts of the administrator and the manager, reveal the functional differences between them, define the levels of responsibility, and analyze current international practices in the field of healthcare management.</p></sec><sec><title>Materials and methods</title><p>Materials and methods. The study utilized materials from the scientific electronic library PubMed and open-access internet resources. The analytical method and content analysis were applied.</p></sec><sec><title>Results</title><p>Results. Based on international experience, practical recommendations for Uzbekistan are proposed, including the implementation of digital platforms, strategic planning, process optimization, and human resource development. The necessity of postgraduate training for a new generation of administrators at the Department of Public Health and Healthcare Management is emphasized, aimed at developing strategically thinking and competent leaders capable of ensuring the efficiency, sustainability, and innovative development of the country’s healthcare system.</p></sec><sec><title>Conclusion</title><p>Conclusion. Professional development and postgraduate training of a new generation of administrators at the Department of Public Health and Healthcare Management is an essential condition for the successful modernization of Uzbekistan’s healthcare system and its integration into the global medical community.
